Delray Beach, Palm Beach County

Commercial painting in Delray Beach

Delray Beach treats a new color on a commercial, multifamily or mixed-use property as a site plan matter. Its land development regulations list colors among the changes handled as a Level 1 site plan, which the director may approve or send to a board, and the historic districts add a certificate of appropriateness.

LDR Sec. 2.4.10 requires a site plan application for exterior building modifications on commercial and multifamily developments, and says Level 1 applications are generally limited to landscaping, hardscaping, elevations, materials and colors. The director decides them and has sole discretion to elevate one to board review, so a bold change on Atlantic Avenue can end up before the Site Plan Review and Appearance Board.

In the historic districts, Sec. 2.4.12 requires a certificate of appropriateness for changes of color, with color chips among the submittals, and the Historic Preservation Board acts on site plans tied to one. In-kind repainting in the same colors is exempt, which is often the simplest path for a district building.

The city's aesthetic standards ask that color and materials form "a harmonious whole" and that outbuildings in a shopping center match the main building. Between the downtown design guidelines and the beach neighborhoods' own design manual, we expect the color drawing to be read closely, and we prepare it that way.

Questions

Commercial painting in Delray Beach

Is repainting a Delray Beach historic building in the same color exempt?

Under LDR Sec. 2.4.12, general maintenance and in-kind replacement of colors do not need a certificate of appropriateness. A change of color does. We confirm the exact colors on file before the scope is final.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
