Commercial painting in Jupiter

In Jupiter the approved site plan is the reference point. A repaint that keeps the approved colors is routine, but significant color changes inconsistent with that plan are not minor amendments, so they go to the Planning and Zoning Commission and the Town Council. A multi-tenant plaza must also keep one color scheme.

Sec. 27-259(4)(c) lists the amendments that the planning director cannot sign off alone, and "significant changes in architectural styles, colors or building materials that are inconsistent with the approved site plans" is one of them. Before we put a new color on a plaza along U.S. 1 or Indiantown Road, we compare it with the approved elevations and ask the town how it reads the change.

The town's development standards in Sec. 27-2013 also speak directly to paint. Color should highlight architectural forms, not invent them. A commercial building with several storefronts "shall have integrity of color" rather than one color per tenant, and stone or tile surfaces shall not be painted. A scope that would paint a stone base is rewritten before it is quoted.

Many of Jupiter's commercial and condo buildings sit along the Intracoastal and the Loxahatchee River, where the code asks for view and breeze corridors to the water. Those waterfront elevations take the most salt and the most wind, and in historic sites a change of color needs a special certificate from the Historic Resources Board.

Questions

Commercial painting in Jupiter

Can each tenant in a Jupiter plaza pick its own wall color?

Not under the town's standards. A commercial building with more than one storefront is expected to keep integrity of color, so tenants are not set apart by wall color. Brand colors usually go on signs and interiors instead.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
