Lake Worth Beach, Palm Beach County

Commercial painting in Lake Worth Beach

Lake Worth Beach is lenient about repainting historic buildings with one important exception. Painting is on the city's list of routine alterations handled by staff, but that list excludes painting surfaces that were never painted, such as bare masonry, stone, brick, stucco or concrete. Those go further.

Sec. 23.5-4 has the Historic Resources Preservation Board keep a list of routine alterations that staff in the Department for Community Sustainability can approve, or rule need no certificate. Item D on that list is "the painting of any material or surfaces other than unpainted masonry, stone, brick, terra-cotta, stucco or concrete". A plan to paint raw block or an unpainted stucco band therefore needs a fuller look.

The downtown along Lake and Lucerne avenues is one of the county's older commercial cores, and the Gulf Stream Hotel at 1 Lake Avenue has been on the National Register since 1983. Buildings of that age can carry lead paint, so the year of the building is asked before any sanding or scraping is scoped.

Outside the districts, site plans must still show colored elevations with real samples under Sec. 23.2-32, and the city asks for a harmonious whole in color and materials. The beach and the Lake Worth Lagoon put salt on both sides of the city's east end.

Questions

Commercial painting in Lake Worth Beach

Can I paint unpainted brick on a historic Lake Worth Beach building?

Not as a routine staff approval. The city's routine list leaves out painting unpainted masonry, brick, stucco or concrete, so expect a fuller historic review. Ordinary repainting of already painted surfaces is on the routine list.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
