High-rise and condo exterior repaints in Palm Beach County
A condo tower on A1A takes wind-driven salt every day, and its balconies take the worst. A repaint there is planned with the board, the manager and the engineer's reports, because concrete and railing work usually comes first.

State law ties the two together. Under s. 553.899, condo buildings three stories or taller need a milestone inspection, and on unincorporated land Palm Beach County's building division sets the first one at year 25 when the building stands less than 3 miles from a coastline. Section 718.112 then puts exterior painting and waterproofing on the list each building's reserve study must address.
Access is the main design decision. Swing stages need roof anchors and a setup area, rope access needs certified anchorages, and lower floors may suit a lift. The owner must give written anchorage information before rope descent work, so we ask for it at the first visit.
Residents stay home. Each stack of balconies is announced before work reaches it, furniture comes in, sliders are protected, and the pool deck and entrance get covered walkways or closures agreed with the manager. Send the engineer's report and the building's height, and we will scope the elevations.
Sequence
- Review the milestone report, reserve study and any engineer's repair scope.
- Walk the roof, balconies and every elevation with the manager.
- Choose the access method for each face and confirm the anchor records.
- Agree colors and the resident notice plan with the board.
- Wash, follow the concrete repairs, seal joints and prime.
- Coat drop by drop, then walk the building with the board and close out.
Common failures
Where these jobs slip, and what we do about it
Concrete repair found mid-job
Spalled balcony edges often show up once the old coat is off. The engineer of record decides the repair, a licensed concrete repair contractor does it under its own permit, and the paint sequence is set to follow.
Anchors nobody can document
A swing stage or rope descent cannot hang from an anchor without records. We ask the owner for anchorage certification early, and testing is arranged before access work is booked.
Owners missing the notices
Furniture left on a balcony stalls a drop. Notices go out by stack in advance, and the manager confirms each one before the stage moves.
Outside this scope
Structural concrete repair is engineered, permitted work by licensed specialists and is quoted or coordinated separately. Window and railing replacement are separate scope. Anchor testing and certification are the owner's duty under OSHA's rope descent rule.
Questions
About high-rise and condo exterior repaints
Does a condo repaint have to wait for the milestone inspection?
Not always, but it often makes sense to plan them together. If the inspection or the reserve study calls for concrete or waterproofing repairs, painting is sequenced after that work so it is not coated twice.
Do residents have to move out while the outside is repainted?
Yes. Work moves stack by stack, owners get notice before their balcony is reached, and access to units is only needed where sliders or balcony items have to be moved.
What does it cost to paint a commercial building?
There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.
Is any job too small or too large in size?
No. Romco quotes a single storefront, a lobby or a stair tower, and it quotes the whole envelope of an oceanfront condo or a row of warehouse bays. Describe the building and the surfaces, and the scope is written to match.
Is Romco licensed to do this work?
Romco Builders is a licensed Florida general contractor with its office in Fort Lauderdale. Florida law does not let a city or county require a separate license for painting. Ask for the license details with your quote.
