Highland Beach, Palm Beach County

Commercial painting in Highland Beach

Highland Beach is a narrow strip of A1A between Boca Raton and Delray Beach, lined mostly with condominium buildings between the ocean and the Intracoastal. Painting there is almost all residential-tower work: swing stages, balconies, salt on both sides, and residents at home.

We found no town rule that requires approval to repaint a building or change its color. The town does have a rule for painters: its permit checklist says subcontractors who do not need permits, painters among them, must be registered with the town as contractors in their trade if they are not payroll employees of the permit holder. We confirm registration before the first day.

Oceanfront exterior work also runs into the town's sea turtle lighting rule for beachfront buildings, so night work and temporary lights on the ocean side are planned with it in mind. Rails, stair towers and balcony edges take the most salt and are scoped first.

State law lets a local building official require a condo tower's first milestone inspection at 25 years where salt water calls for it, and the reserve study must include exterior painting. We ask the board for those reports before we scope the elevations.

Questions

Commercial painting in Highland Beach

Do painters have to register with Highland Beach?

Yes, when they are not payroll employees of the permit holder. The town's permit checklist lists painters among subcontractors who need no permit but must be registered with the town in their trade.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
