Commercial painting in Palm Beach (the Town)

On the island, a new color on a commercial building is not a staff formality. The Town's review matrix sends a change of color on commercial and landmarked buildings to the commission chair, who decides whether staff, the Architectural Commission or the Landmarks Preservation Commission hears it. Condo buildings also need the association's letter.

The Town's Administrative Review Guide lists what a color change must include: current color photographs, the proposed swatches with brand and color name, and a color drawing or rendering of the new scheme. Under Sec. 18-175, no permit issues for work subject to architectural review until it is approved. Landmarked properties go to the Landmarks Preservation Commission instead of ARCOM.

Worth Avenue has its own design guidelines, which ask that building colors "emphasize light and muted colors", with strong hues and dark colors kept to accents. The same document credits Addison Mizner with textured stucco walls painted in pastels to soften the tropical glare. For a shop or gallery front there, the color drawing is built around that guidance.

Island buildings sit between the ocean and the Lake Worth Lagoon, so salt reaches almost every elevation. Work also runs against a busy winter season and close neighbors. We plan staging, parking and hours with the property manager after the approval is in hand, not before.

Questions

Commercial painting in Palm Beach (the Town)

How long before work can a color change on a Palm Beach storefront be approved?

We cannot give a fixed time. It depends on whether the chair delegates the request to staff or sends it to the Architectural Commission or the Landmarks Preservation Commission, and on the meeting calendar. We file the photos, swatches and color drawing as early as possible.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
