Unincorporated Palm Beach County, Palm Beach County

Commercial painting in Unincorporated Palm Beach County

On unincorporated county land, Planning, Zoning and Building does not require a building permit for painting. The county's amendment to the building code lists painting as exempt finish work, and the ULDC architectural guidelines are checked at permit or zoning review, so a repaint alone does not usually trigger them.

Sec. 7-52 of the county code exempts "painting, papering, carpeting, and similar finish work, with no electrical or plumbing work". The architectural guidelines in ULDC Art. 5.C.1 apply to new projects, larger multifamily buildings and substantial renovations, and they exempt agricultural or industrial buildings not visible from a public street. Conditions written into an older approval still stand, so we read the site's approval first.

The unincorporated county is huge and mixed: plazas along the western corridors, industrial land, large planned communities, and farm buildings toward the Glades. Under the county guidelines, anti-corrosive and light reflective coatings even earn points in the green building table.

For condo buildings three stories or taller on unincorporated land, the county building division sets the first milestone inspection at 25 years within 3 miles of the coast and 30 years farther inland. Coastal condo repaints are usually planned after the repairs those inspections call for.

Questions

Commercial painting in Unincorporated Palm Beach County

Do I need a county permit to repaint a plaza on unincorporated land?

Not a building permit for the paint: the county code exempts painting with no electrical or plumbing work. Repairs found in prep can need permits, and a color condition in the site's original approval still applies.

What does it cost to paint a commercial building?

There is no rate sheet. The quote comes from a visit, or from photos and drawings when they show enough, and it turns on the condition of each surface, the repairs found after washing, the coating system, how every wall is reached, who stays inside and which approvals come first. Two Palm Beach County buildings of the same size can need very different work.

Is lead paint a concern on an older building?

It can be. The federal government banned lead paint for homes in 1978, so older coats may still hold it. EPA's RRP rule reaches paid jobs that disturb old paint in housing of that age and in places young children use regularly, a day care in an older plaza for example. Those jobs go to an EPA-certified firm using lead-safe practices, so we ask the building's age and tenants first.

How long will the work take?

We set a sequence after the site visit, not before. It turns on what the walls look like once washed, how much repair they need, rain, how each face is reached, whether a board must vote on colors, and which hours the building lets us work. Once those are known, you get the order of work with each dependency named.
